I removed a bunch of disks from a decommed 3par thinking I was just going to OOTB when i brought it back online. Unfortunately it was version 3.3.1 with the encrypted console password. I tried downgrading and upgrading to see if it would recreate but no dice.

I cant find 3.1 software either or else I would downgrade to unencrypted console passwords.

My only issue is a bunch of failed disks and the failed .srdata volume. If I could fix/recreate the failed srdata volume I could deal with the messed up disks.

No this array is not under support.

Any ideas or 3.1 software would be greatly appreciated.

This thread gives some ideas (even if it didn't seem to fix the issue there). Alternative I would try to reach out to any HPE sales reps or support people you might have been in contact with for this or other arrays. It seems just plain stupid that a support contract is required for you to get the console password for your system as it is required to perform the system wipe and similar things.

Most people don't have an active support contract the day the system is sent to recycling.
