The service processors primary functions is monitoring and reporting on system health (including call home and local notifications), collecting information from the 3PAR (insplore + perf analysis) and doing 3PAR OS upgrades.
By shutting down the service you are stopping all those services. When I need to shutdown the SP for maintainence I always do a checkhealth on the 3PAR prior to the shutdown and after the SP is back online to verify that the system is in the same state as it was before. The SP will not notify on historical events, so you need to manually address any issues that might have occured.
