You need to follow the advice given by Schmoog and leave a gap between assigned LUN ID to each VV set. Create your VVset as normal and then when you export it choose a LUN ID +10 to the last LUN ID in the previous set you exported. This then allows room to add more VV's in the future. If you don't do this you run into the issue you are seeing where the LUN ID is already in use.
